If anyone cares, here is a link that explains the yard flooding. The Salt River Project is what brings life to this area. It includes canals, lakes, and dams, all built to bring water to Phoenix. SRP provides us with water and electricity. When the system was originally built, there were systems put in to irrigate the neighborhoods. It seems like it's only the older neighborhoods. Basically, if you live in an older neighborhood that has one of these irrigation systems, you can pay something like $40 a year to SRP, and they will flood your yard twice a month so that you can have grass and other non-desert landscaping. It's very odd.
